FOR IMMEDIATE RELEASE Document Authentication Systems Appoints Rae N. Cogar as Records Policy Analyst
BALTIMORE, Maryland, October 16, 1998 – Document Authentication Systems, Inc. (DAS), a software and services provider to the electronic commerce industry, announced the appointment of Rae N. Cogar, J.D., to
the position of Records Policy Analyst. Ms. Cogar joined DAS as a result of the company's need to form a team to handle the initiative to provide governments with a diverse portfolio of applications to
enable secure government transactions. "Rae brings to us 16 years of experience in records management and information systems management," said Jeffrey B. Ritter, director and project manager for
the government initiative. "She has a solid background and education in government agency policies and will be an asset to our team as we move forward with this initiative." Ms. Cogar served as
assistant attorney general with the Territory of Guam and as project manager for the development of the enforcement software program for the territory to comply with Title IV-D regulations. She provided
consulting services to the Department of Energy for the development and implementation of records retention schedules and software, and participated as a team member of the digital signature working group to
develop DOE agency policy for digital signatures. Prior to joining DAS, Ms. Cogar served as a consultant for ECLIPS, (Electronic Commerce, Law and Information Policy Strategies) a program of the Ohio
Supercomputer Center. She worked on many projects including research sponsored by the intergovernmental enterprise panel on personal privacy in government information systems, and a feasibility study with
the Public Utilities Commission of Ohio on electronic tariff filing. As a member of the American Bar Association, Ms. Cogar serves on the committees for Cyberspace Law and Business Law. She is also a
member of the Ohio State Bar Association. She obtained her Juris Doctor from Capital Law School in Columbus, Ohio, and a Bachelor of Arts degree in business, records and information systems management from
